    Universal Access to Quality Tertiary Education Act of 2017 (FREE TUITION)

    The UP Open University is implementing RA No. 10931 known as the “Universal Access to Quality Tertiary Education Act of 2017” and its Implementing Rules and Regulations (IRR) which was approved and signed on 22 February 2018. UPOU will also implement the policies stipulated in the Guidelines to Implement the Grant of Free Tuition and Other School Fees in UP released through OVPAA and OVPPF Joint Memorandum No.5  on 30 July 2018.  

    Under these guidelines, the undergraduate students (AA, BAMS, BES) were evaluated for eligibility to the free tuition privilege. Tuition and other school fees (OSF) shall NOT be collected from Filipino undergraduate students EXCEPT for the following students:

    ·         Students who have already attained a bachelor’s degree or comparable undergraduate degree from any higher education institution, whether public or private.

    ·     Students who fail to comply with the admission and retention policies of the University.

    ·         Students who fail to complete their bachelor’s degree or comparable undergraduate degree within a year after the period prescribed in the program.

     

    The prescribed period refers to the normal length of time to complete the requirements for graduation (e.g. 4 years for BAMS and BES, 2 years for AA).

    The expected duration to benefit from Free Tuition and OSF shall be the prescribed period of a student’s program plus one year (e.g. 4 years plus 1 for BAMS). The reckoning date for the expected duration shall be the semester/trimester when a student first enrolled in UP. Students who fail to complete their undergraduate degree program within the expected duration since they first enrolled in the University are not eligible for Free Tuition and OSF. These students will be assessed using the applicable tuition and OSF rates.

    ·         Students who voluntarily opt out

    Students with financial capacity may voluntarily opt out by paying tuition and other school fees by filling out the Voluntary Opt Out Online Form

    Students who are not eligible for Free tuition and OSF may apply for tuition subsidy and other forms of financial assistance offered by the University.

     

    Students can visit the OSA website (osa.upou.edu.ph) for available financial assistance program of UP Open University or email scholarships@upou.edu.ph

     

    Eligible students will be tagged in the online registration system as exempted from paying tuition and other school fees for the 2nd Trimester 2018-2019.   

     

     OUR staff members share researches and practices at ICODeL 2018

      

    Staff members from the Office of the University Registrar of the University of the Philippines Open University (UPOU) presented research papers and practices during the  International Conference of Open and Distance eLearning (ICODeL) held on 26-27 November 2018 at Garden Villa Hotel in Kaohsiung, Taiwan.

    In a panel dedicated to Accessibility in Open and Distance e-Learning, Mr. Nikko Brian Caraan presented the paper entitled “Towards Enhanced Accessibility and Inclusivity: Difficulties and Considerations for AIMS 2.0 “ His co-authors are Ms. Marie Karen Enrile, Mr. Benedict Reforma, and Mr. Joshua David Manalo.

    Prof. Aurora Lacaste, the University Registrar, during the Learner Support in a Technology-Assisted Education panel presentation, presented the paper entitled “Responding to Admission and Enrollment Needs of New Students in the University of the Philippines Open University.” Her co-authors are Ms. Marie Karen Enrile, Ms. Percia Secreto, and Ms. Phoebe Grace Dungo. While Ms. Victoria Belegal tackled the Records Management in an ODEL Institution - Experiences, Practices, and Lessons Learned: The UP Open University Case.

    Mr. Benedict Reforma and Ms. Enrile, on the other hand,  discussed the importance of innovation in their paper “Users’ Acceptance of the Virtual File Archive (VFA) for the Office of the University Registrar in UP Open University.” The paper presented by Ms. Secreto, which she co-authored with Dr. Ricardo Bagarinao,  highlighted student persistence in the three generations of ODL in UPOU entitled “Learner Persistence in a Changing Teaching-Learning Modality in an ODeL Environment: What the Graduates Profile Reveals?. And lastly, Mr. Manalo presented the paper which he co-authored with Prof. Joyce Manalo entitled “A decision Support Algorithm for Enhanced Plans of Study and Student Program Advising.”

    ICODeL 2018 is a two-day conference which gathered more than 200 academics, researchers, administrators and policymakers from various higher education institutions  to discuss the growing importance of technology in enhancing the quality of their academic programs through increased interactivity, accessibility, ubiquity, and inclusivity. ICODeL 2018 was organized by the National University of Kaohsiung, Open University of Kaohsiung and the UP Open University.

       REGISTRATION SCHEDULE FOR THE 3rd Term and Midyear Term AY 2018-2019

    3rd Trimester AY 2018-2019 – April 22-30, 2019 (Undergraduate, GCDE, MDE and PTC programs) 

    Midyear Term AY 2018-2019 -  May 20-24, 2019 (selected programs only)  

     

    FOR NEW STUDENTS: Access to the Student Portal and online registration system will only be activated at the start of the prescribed registration period. The list of course offerings and list of courses recommended for new students are posted HERE

    How to Register Online

    Step 1. Visit the Office of the University Registrar (OUR) microsite our.upou.edu.ph/ and click the Sign-in to AIMS Student Portal icon located on the right side of the homepage OR copy and paste this URL http://our.upou.edu.ph/student/

    Step 2. For new students, click on the "Request for Password" link on the homepage of the Student Portal and enter your student number. Check your email for the system-generated password. Use this password when logging in the Student Portal.

    Step 3Once logged in, click on the Online Registration System (ORS) icon. Select the term and select courses by clicking the course number/code. It is important that you follow the recommended courses per batch  posted on the Student Portal or seek advice from your Program Chair. The system will automatically display the assessment of fees once courses are selected.

     Step 4. Pay your fees through your preferred payment facility. Get your copy of the bank-validated slip/credit card transaction slip/official receipt. Upload a scanned copy/digital image of the payment slip to complete your enrollment.        

    Step 5.  Wait for the confirmation of your enrollment. You can print your Form 5 as soon as your enrollment is confirmed. Students who pay their fees using the online payment option will receive an automatic confirmation of enrollment.
